Hi Delia!

Unless you work an Automatic Wrap, ANY TIME you short row, you need to wrap ... think of it this way ..... you are "turning the corner" without knitting a stitch.  It will leave a hole.

Short rows are used so often, we have an entire classroom  on the subject

Prove this for yourself:
  1. Cast on and knit a few inches
  2. Opposite the carriage put half of the needles into hold and set your carriage to hold
  3. Knit across
  4. Take a good look at where the working yarn is going next (it will knit the last stitch you just finished)
  5. Knit back without wrapping
  6. Knit a few more rows
  7. Opposite the carriage, half the needles in hold
  8. Knit across
  9. Manually wrap
  10. You'll be able to see what happened and why wrapping prevents holes

Above, the working yarn wrapped around the gatepeg and that loop won't be knit on the next row - leaving a hole

In this example, the first held needle is wrapped
and the loop will be worked in when that first stitch is subsequently knit

Look closely and you'll see the loop that was around the gatepeg that caused the hole
