For necklines, if you can have open stitches with waste yarn, you can count the number of stitches and then cast on that number, make the neck and then attach it stitch to stitch.

I've found that I don't always pick up the same proportion of stitches the whole way around.

I suspect that if you wanted to make a piece ie. sleeve shorter you could work it out, but it might be messy.
