I am working on the front of this pattern and when it comes to the neck opening, I am confused and don't know what I am supposed to do. It says to place 3 needles in hold position. When done, remove shoulder on waste yarn. Then for row 28- 31 decrease 1 stitch every row. ?

I've added some notes to your pattern below. Hope this helps.

RC: 27	Place 3 neck edge needles in hold position. This should read "Bind off or hold 3 neck edge stitches" When done, remove shoulder on waste yarn. I'm sorry, this instruction is out of order.  We'll look at re-writing this	11
RC: 28	At neck edge, Decrease (bind off) 1 stitch every row 4 times. Since you are working the shaping EVERY row, it would be best to decrease (not hold or work short rows) ( 28 - 29 - 30 - 31 )	7
RC: 32	Knit in pattern for 5 rows. Once your shaping is complete, you'll knit for just a bit to finish the neck opening	7
	Bind off 7 shoulder stitches or remove on waste yarn. The is where the previous mis-placed instruction should be.
