My swatch 40 stitches both rows and stitches is a rectangle and there are more stitches per inch than rows per inch.  I know I should have swatched for 60 rows but still.  There is something wrong or not?  thanks

Nothing is wrong.  That's the nature of stockinette stitch.  Stitches are wider.

When knitting a swatch, you just need to measure in the middle of the knitting.
Trying to measure edge to edge isn't accurate.

Cast on more stitches and knit more rows and measure in the middle.

Something to consider ... you could knit a swatch 100 stitches and 100 rows (to get a better feel for how the yarn is going to knit).
Then measure in the middle of the swatch.

If you are using a machine gauge ruler, mark 40 sts and 60 rows and use a green ruler (comes with a standard gauge machine)

Also don't forget that hanging a swatch will mimic a sweater on your body - with gravity changing the gauge.
